The real reason why the Ocean Studios dub of DBZ Kai was never released and why the Bang Zoom! dub of DB Super was cut short?

I just came to a conclusion what the real reason "why the Ocean Studios dub of Dragon Ball Z Kai was never released and why the Bang Zoom! dub of Dragon Ball Super was cut short" would be! It's because of an official policy by Toei that has been around since the early 2010s.
The said policy says that each Dragon Ball series, for some reason, must have a single official English dub (always done in Texas), not two. Am I right and why?
